The Webcams and microphones on your Ipads, Macbooks, etc should always be working. Sometimes your privacy settings block them though.

App Permissions
Sometimes software updates can throw your app permissions out of kilter. Or when setting up you need to check them. Do an internet search for your partiucalr model/device and find out where to look to check that your device is allowing access to microphone and camera. That can often solves some issues that come up.
